‘We think that only experts are allowed to have opinions,’ O’Neil adds. ‘But you don’t have to understand a system completely to understand that it’s not working for you.‘

During last month’s meeting, she put it another way: The highest praise would be to hear that ‘they’re making bureaucracy sexy.’”
